Arch Klumph met with the RI Board of Directors in 1930 and pointed out that he had been
shouldering most of the Foundation work since its inception. He maintained that the RI
president, the Board and every District Governor and individual Rotarian should be responsible
for spreading the word about the Foundation and raising financial support for it. This led to the
creation of the Rotary Foundation Promotion Committee which was charged with educating the
Rotary world about the new Foundation and devise ways to encourage donations.
 
The foundation received a huge boost on 1945 when it obtained a tax-exempt status from the
IRS. This freed the Foundation from paying federal income taxes and provided a tax deduction
for contributors.  However, the tax exemption wasn’t the biggest boost to the Foundation. That opportunity came
on January 27, 1947. On that day, Arch Klumph’s close friend, Paul Harris, died.
